JOB SUMMARY

Under the general direction of the Director, Youth Policy and Programme Development (NCYD), and the supervision of the Director of Programmes -NCYD, the Youth Empowerment Officer has responsibility for the coordination and management of Youth Organizations, management of Youth Information Centresand Youth Access Points (YAPs), coordinating and managing youth activities, general information dissemination and leveraging resources and project management.

 

As Youth Empowerment Officer, the individual is expected to be highly creative and will be responsible to:

  • engage and foster youth empowerment and development through leveraging resources, capacity building, Programme implementation, management of YIC/YAP, networking, multi-sector collaboration.

The YEO is responsible for facilitating and coordinating Youth Organizations such as National Secondary Students' Council (NSSC), Jamaica Union for Tertiary Students (JUTS), Jamaica Youth Ambassador Programme (JaYAP), National Youth Council of Jamaica (NYCJ)/Parish Youth Council (PYC).

 

 

KEY RESPONSIBILITIES

 

The Youth Empowerment Officer has specific responsibility for:

 

  • Coordination and Management of Youth Organisations- Coordinating youth club activities; establishing youth clubs; providing technical assistance to established clubs and Parish and National Youth Councils, National Secondary Students’ Council (NSSC) and Jamaica Union for Tertiary Students (JUTS); conducting field visits to clubs meetings; strengthening youth organizations network; coordinating NGO youth response; establishment of youth organizations network.
     
  • Management of Youth Information Centres (YICs) and Youth Access Points (YAPs)-  Coordinating the activities of the YIC & YAP; monitoring usage; overseeing the cyber café; monitoring YIC&YAP user database; providing weekly and monthly reports and updates on the YIC & YAP; administration responsibilities specific to monitoring of janitorial staff and management of utility usage and equipment

 

  • Coordinating and managing youth activities- Becoming an integral part of parish development (socio-economic) planning, conducting field visits in development areas; providing technical advice for youth activities; providing capacity building to community based youth organizations; managing government’s youth development initiatives and programmes; as per workplan provided by the unit. Maintain stakeholder’s partnerships through continuous update of stakeholder listing; quarterly meeting and joint activities.
     
  • Information Dissemination- Conducting youth empowerment sessions at Youth Access Points, Youth Information Centres and youth friendly spaces; conducting awareness, capacity building workshops in areas specific to the holistic development youth and in an effort to build awareness and increase skill set. Provide current statistics and findings relating to youth development; establishing referral network for positive youth intervention through effective records management and documentation of such referral.
     
  • Leveraging Resources and Project Management- The Officer is required to develop strong networks with youth development partners in both private and public sector in an effort to effectively coordinate and execute programmes, activities and projects; ensure sustenance of said programmes, activities and projects; eliminate duplication of programmes, activities and projects; maximize available resources; and monitor programmes, projects and activities.

 

PERFORMANCE STANDARDS FOR ALL YOUTH EMPOWERMENT OFFICERS

 

Youth Empowerment Officers are expected to consistently meet targets based on the NCYD Results Based Framework.

Education:

A Bachelor’s Degree (preferably in Youth Work, Social Work, Sociology or any other relevant Social or Developmental Sciences).

 

Experience:

Minimum of two years experience in youth and/or community development.

  • Flexible schedule/working conditions – work during hours when Youth Organizations meet (i.e.) evenings/weekends
  • Intra and Inter parish travelling
  • Participate in regional and international conferences
  • Capacity Building Training and Certification

 

REMUNERATION

Basic salary: $933,049 to $1,109,102 per annum

Travelling Allowance: $514,510 p.a. if you own and operate a motor vehicle or $208,380 p.a. if you do not.
