SENIOR COMMUNICATIONS OFFICER

Salary Range: $1,261,267.00 - $1,499,251.00 per annum (plus allowances)

 

Job Summary

The incumbent will be responsible for implementing information strategies to present a favourable image of the Ministry of Youth and Culture, the Government of Jamaica and enhance public acceptance of the policies and programmes of the Ministry and the Government.

Main Responsibilities

  • Assists in preparation of overall communications strategies;
  • Prepares speeches and briefs for the Honourable Minister and Permanent Secretary;
  • Maintains good working relations with media practitioners;
  • Attend Ministry events and writes and disseminates publicity materials to the traditional and new media;
  • Monitors and assesses feedback and devises corrective strategies as required;
  • Conducts performance evaluations of staff;
  • Assists in preparation of annual departmental budget;
  • Advise the Minister on media issues;
  • Liaise with communications officers in all Ministries on matters affecting the image of the Government and devise corrective action as required;
  • Prepares, edits and issues media advisories, news releases, feature stories, captioned photographs, announcements, advertisements, and liaises with media houses for disseminating information;
  • Arrange news conferences and briefings as required;
  • Assist in the preparation of Minister’s Parliamentary presentations;
  • Organizes press briefings and interviews with the press;
  • Attends meetings on behalf of the MYC and delivers speeches to enhance the Ministry’s image;
  • Represents the Ministry on television and radio panel discussions;
  • Develops and maintains Ministry’s strong and positive presence on new media platforms including website, Facebook Page, Twitter and Instagram Account, YouTube channel;
  • Provides leadership to staff through effective objective setting, delegation and communication;
  • Ensures that staff is aware of and adhere to the policies, procedures and regulations of the Division and the Ministry.

 

Core Competencies

  • A good knowledge of the functions, programmes, objectives and policies of the Ministry;
  • Knowledge of, an experience in New Media;
  • Excellent speech, news writing and editing skills;
  • The ability to communicate responsibly, effectively and tactfully verbally and in writing;
  • The ability to maintain composure and to respond professionally under stressful circumstances;
  • The ability to build and maintain good relationships with the media;
  • Good management and planning skills;
  • The ability to build good interpersonal relationships with all levels of staff.

 

Qualification and Experience

  • Bachelor degree in Mass Communications, Journalism or the equivalent, plus (5) years experience in Corporate Communications, Public Relations, Advertising or the Media with at least three (3) years in a management capacity; or
  • Diploma in Mass Communications/ Journalism plus eight (8) years experience in Corporate Communications, Public Relations, Advertising or the Media with at least five (5) years in a management capacity.

PUBLIC RELATIONS OFFICER

Salary Range: $914,916.00 - $1,087,548.00 per annum

Job Summary

The incumbent will be responsible for providing administrative and communication services to assist in ensuring media coverage and exposure for the activities and programmes of the Ministry of Youth and Culture, its departments and agencies, and the dissemination of timely information to stakeholders and the general public particularly through new media platforms.

Main Responsibilities

  • Assists in providing full media coverage for the Ministry;
  • Organizes media interviews for the Honourable Minister and Permanent Secretary;
  • Assists with arrangements for Press Conferences/Briefings and Official Signing Ceremonies;
  • Assists with the research and drafting of speeches, press releases and statements;
  • Maintains copies of all speeches, statements, and press releases to facilitate the media, the Ministry and the general public;
  • Establishes and maintains liaison with the Jamaica Information Service in respect of the Ministry’s media coverage;
  • Arranges meetings with the media and other groups as directed;
  • Assists in the planning and implementation of the Ministry’s communications and public relations programmes;
  • Monitors all print, electronic and new media (including websites, Facebook, Twitter, Youtube, Instagram) for matters relating to MYC, its departments and agencies, and bring pertinent issues to the attention of Director, Communications and keeps proper records/clippings of such reports;
  • Designs and places advertisements in the media or any other outlet as directed;
  • Assists in editing of publications;
  • Secures and dispatches official documents and information on the Ministry as required;
  • Provides support in designing business cards, letter heads, other presentations and photo services;
  • Establishes and updates Ministry’s presence on all new media platforms including website, Facebook, Twitter, Youtube, Instagram.

  • The ability to communicate responsibly, effectively and tactfully verbally and in writing;
  • The ability to maintain composure and to respond professionally under stressful circumstances;

  • The ability to build good interpersonal relationships with all levels of staff;
  • The ability to monitor and regularly update new media platforms e.g. Ministry’s website, Facebook Page, Twitter and Instagram accounts, Youtube Channel.

 

Qualification and Experience

  • Bachelors degree in Mass Communications, Journalism or the equivalent, plus two (2) years experience in Corporate Communications, Public Relations, Advertising or the Media; or
  • Diploma in Mass Communications/Journalism plus four (4) years experience in Corporate Communications, Public Relations, Advertising or the Media.
